Tongtian had both rewards before him, yet he leaned toward the second set, as the Spirit Pearls were slightly superior to the Four Flags. However, his rank only permitted four rewards.

The absence of the fifth Spirit Pearl meant he couldn't access its full power, not even a third of it. Selecting the Spirit Pearls would be a huge loss without the final pearl, which he had no way of locating.
