Chapter 13: Mayor Tohsaka Rin of Fuyuki City

"Kasumigaoka, pour two cups of tea."

"Okay, where's the tea?"

"Plain water will do."

Roy waved his hand dismissively.

Kasumigaoka walked toward the kitchen, her expression subtly complicated.

Serving guests with boiled water? What a unique host.

Hayasaka, standing respectfully behind Tohsaka Rin, raised an eyebrow briefly upon hearing this. However, adhering to her role as a maid, she kept her head lowered like a perfect automaton, betraying no emotion.

Tohsaka Rin, on the other hand, seemed entirely unbothered. She took the tea Kasumigaoka had poured, casually blew on the steaming water along the rim of the cup, and sipped it with practiced ease.

"She's your attendant?"

Rin's gaze shifted to Kasumigaoka, who stood quietly behind Roy, mirroring Hayasaka's position.

"Yes, her name is Kasumigaoka Utaha," Roy replied evenly.

"It's rare for you to choose a servant, let alone a beautiful girl like her. A man and a woman living under the same roof?" Rin teased, a mischievous smile playing on her lips.

One look at her expression, and it was clear what she was implying.

Kasumigaoka frowned slightly but said nothing.

"This mansion is rather large. We simply needed more manpower," Roy answered nonchalantly, taking a sip of his tea.

"Eh? You've been living here for three years, and now you decide you need someone to take care of the yard?"

Rin narrowed her eyes, scrutinizing Roy as if trying to read his intentions.

"I've been a bit busy lately," Roy said with a shrug, swirling the tea in his cup.

As he moved his right hand, a faint pattern of wings spread in flight briefly came into view.

"Command Spell!"

Rin's playful expression vanished instantly, replaced by seriousness.

"When did your Command Spell appear?"

"Last night."

"You intend to participate in the Holy Grail War? The current Holy Grail wouldn't have given you the Command Seals unless you wanted to participate."

"I suppose that's true." Roy nodded slightly.

The Holy Grail chooses its Masters based on two criteria: magical aptitude and the willingness to participate.

There were many Magus residing in Fuyuki City. If Roy hadn't wanted to take part in the Holy Grail War, the Greater Holy Grail wouldn't have granted him the Command Seals.

"You have the will to participate in the Holy Grail War, which means you have a wish you hope to fulfill using the Greater Holy Grail. But you do know the current Greater Holy Grail is broken, right? It can't grant wishes anymore."

"Of course, I do."

"Then I won't say anything more."

Rin thought for a moment. It made sense—Roy had lived in Fuyuki City for three years. He must already know everything there was to know.

Knowing his personality, once he made up his mind, no amount of reasoning or persuasion would change it. Rin understood this well and chose not to push further.

As for talk of the Holy Grail War, the Greater Holy Grail, and wish-making, both Kasumigaoka and Hayasaka looked completely bewildered.

"By the way, your wish isn't something antisocial, is it?"

"Hahaha, like destroying the world or something?" Roy laughed heartily. "Maybe I will make such a wish!"

"Don't be ridiculous," Rin snapped, rolling her eyes.

"This world has already endured enough disasters. Let's work on making it a better place!"

"Do I look like I'm joking..." Roy murmured under his breath, his eyes narrowing slightly, though the faint smile remained on his lips.

"What?" Rin asked, tilting her head. She hadn't caught what he said.

"Nothing," Roy replied casually, waving his hand dismissively as he took another sip of tea.

"So, how is it that you, the busy mayor of Fuyuki City, have the time to visit my place so early in the morning?"

Kasumigaoka's body stiffened, her eyes darting toward the twin-tailed girl seated across from her, who appeared to be about the same age.

Mayor?

The mayor of Fuyuki City?

This girl, who looked no older than sixteen or seventeen, was the mayor of one of Japan's last remaining four base cities, entrusted with the survival of hundreds of thousands of people?

"Of course, it's something serious," Rin replied with a shrug, looking mildly distressed.

"Last night, something major happened in the underground cave of Mount Enzou. Someone broke into the cave without alerting anyone, managed to summon a Servant, injured the renowned gatekeeper, and escaped."

"Is that true?"

Roy's expression was one of apparent surprise, his face a picture of shock.

"Yes, it's already caused an uproar at the Association's branch," Rin confirmed, raising her teacup to take a sip. The warm tea slid down her throat, dispelling the lingering chill of the winter morning.

"That's quite the event," Roy remarked with a click of his tongue, his interest clearly piqued.

"Then why come to my place so early in the morning? Shouldn't you be busy dealing with that?"

"It's those old fools who keep pushing us!" Rin groaned in exasperation, her annoyance evident.

"I told them to wait for the investigation results, but those old men at the branch were so furious they insisted I come here to see if you had any information about the perpetrator. Honestly, they act as if the Holy Grail is their private property..."

"As expected from the Magic Association. Even its branches are riddled with snakes and rats," Roy remarked, nodding in agreement.

"But I'm afraid they'll be disappointed. Aoko hasn't returned yet. And even if she had, she wouldn't listen to those old men. If anything, they'd be lucky if she didn't turn around and burn all their beards off."

"Well, dreams are meant to be dreamed," Rin said nonchalantly, clearly unfazed. She had anticipated this result before coming. Her visit was little more than a formality.

"You're too constrained for someone in your position as mayor."

"I've already done everything I can to hold onto my position as mayor," Rin replied, falling silent for a moment. A reluctant expression crossed her face.

Her role as mayor of Fuyuki City had less to do with ambition and more with heritage. Fuyuki City had always been the Tohsaka family's domain. After her father's death, Rin inherited both her family's legacy and the responsibility of protecting the city.

Although it was nearing the end of the 20th century, the political structure of Fuyuki City had regressed to something resembling feudalism—something often criticized by outsiders. Still, the city was the Tohsaka family's home base, and its underground spiritual veins had always been under their control.

These spiritual veins were vital to the city's survival, as only the Tohsaka family could harness their power to shield Fuyuki City from outside threats. For this reason, the city's magicians largely respected and obeyed her, making her position as mayor relatively secure.

The only significant obstacle was the Magic Association's branch office, which had been established in Fuyuki City.

Fuyuki City, home to the Holy Grail, was also the source of all evil.

The great catastrophe that struck Earth a decade ago had exposed the existence of the Holy Grail to the world.

In response, countless families from the Magic Association had sent their representatives to Fuyuki City, under the guise of forming the "Japan Branch." Among them were ancient families with legacies spanning over a thousand years, their influence and resources far surpassing those of the Tohsaka family.
