Chapter 29: First High Council Meeting
Waking up the next day, Maximus had breakfast alongside, Rhaella and her children who were now accompanied by their new Kingsguard who were allowed to walk around the palace but would be closely monitored for any deception.
Rhaella on the other hand had many questions involving the appearance of Dragons, especially the very large one that she saw just chilling within the Palace walls.
During the Coronation Ceremony, Nyxara alongside the Wyverns were kept hidden away from public view so that the other free cities didn't know about their existence.
Maximus explained to Rhaella that the dragon and wyverns were part of his strategy to consolidate power and deter any would-be aggressors. He knew that the presence of such creatures would elevate his status not just as a ruler, but as a formidable force in the world of Essos and beyond.
"As you have seen," Maximus began, "Nyxara and the Wyverns presents a significant advantage. It is not just a symbol of strength but also a very real deterrent against those who wish to challenge us."
"Wyvern?" asked Rhaella as she was confused on what a Wyvern was compared to a Dragon. She had never heard the word Wyvern before and thought that they were all just dragons with one being just a bigger dragon than the rest.
Maximus smiled, sensing Rhaella's curiosity. "Ah, the difference between dragons and wyverns is quite fascinating. You see, dragons are majestic creatures often depicted with four limbs and a pair of wings. They are intelligent, capable of speech, and possess powerful magic. Each dragon has its own unique personality and abilities, making them not just beasts but very intelligent creatures of their own."
He paused to let her absorb this information before continuing. "On the other hand, wyverns are a different breed altogether. They have two limbs and wings that double as their forelegs, making them look somewhat more reptilian. While they can still be fearsome in battle, they lack the intelligence and magical capabilities of true dragons. They are more instinctual creatures, often seen as guardians or feral fighters."
Rhaella nodded, her brow furrowing as she processed the distinctions. "So, the dragon is more like a... a partner, while the wyvern is more of a soldier?"
"Something like that," Maximus replied, pleased with her understanding. "Nyxara, the dragon you saw, is now my most trusted ally. She can communicate with me, share wisdom, and we share a bond of trust and respect. The wyverns serve a different purpose. They're fierce protectors, ready to defend the palace or strike fear into our enemies but don't mistake their intelligence. While they are lacking compared to Nyxara, they are still better than the Dragon's the Targaryen once had."
Hearing this explanation, Rhaella remained silent and thought about this information as this was the first time she had heard of such a thing. Viserys on the other hand wanted to go see the dragons and try and tame it. Maximus denied him of course as it was dangerous for Viserys at this time to even attempt such a thing, not that he can do it anyway, but he might say or do something to cause a negative response from the Wyverns.
As they finished their breakfast, Maximus's thoughts turned to the day ahead. He had a meeting with the High Council to discuss the implications of his recent decisions and how best to solidify their newfound power. Rising from the table, he glanced at Rhaella and her children and told them to enjoy the rest of their day.
As he walked to the meeting hall where the High Council was about to convene, Maximus was bombarded with a new Quest:

The Quest was pretty straight forward but was really got his attention was the last reward which was a mystery. The last time he got something good so he couldn't wait to see what he would get this time around.
Moving on to the meeting hall, Maximus had encountered Olorin along the way who had started explaining some things that had happened so far since his coronation. Most of it was good things explaining how the people saw it, while the responses from the other free cities and Westeros would take time another few days before they got a response.
As they entered the meeting hall, Faraday, Eonwe, Arin, and Alexander were already sitting around the meeting table where they would convene the first meeting of the High Council.
Taking his seat at the table, Maximus had officially begun the meeting of the High Council. The first to speak was Olorin, "Since we have just founded the Imperial Union, there isn't much to report for this meeting. I only have two things, first, the people have enjoyed the festivities and worship of the Emperor/High Khal has increased as far as it can go throughout the empire. After that, the last thing I have for today is the report from the dwarven craftsmen. They have laid out plans to create a magic train powered by crystals supplied by the Witches." explained Olorin.
The idea of magic trains intrigued Maximus as magic was slowly becoming an important part of their empire as it provided an endless number of opportunities. It would be a shame to not use these opportunities to better his empire, especially with the Dothraki's opinion of magic being overall positive.
Before Maximus, they hated the employment of bloodmagic as their religion rejects it, making them also hate maegi. Maegi are female practitioners of bloodmagic which is why the Dothraki hated them. Olorin and Eonwe on the other hand, didn't utilize blood magic, but other forms of magic, which were powerful and, in some cases, helped the Dothraki during battles, making the opinion of the two be high among the Dothraki.
Bloodmagic is still hated by the Dothraki as it was in their religion, so as the chosen one of the Great Stallion, Maximus would make sure to ban the use of Bloodmagic throughout the empire to maintain his standing among the Dothraki.
"How long would it take to make these magic trains?" asked Maximus curious on how long the dwarves needed before they could create the first design.
"They estimated around a year if everything goes well, and once the first design is complete, they can reduce the time it takes to produce them." Olorin replied, nodding as he flipped through some papers that detailed the plans. "The dwarves are quite confident about this project. With proper funding and resources, they could expedite the process significantly."
Maximus thoughtfully stroked his chin. "A year to bring such an innovation to life is reasonable. This could provide a diplomatic advantage and increase trade between the cities."
Olorin nodded, "That's all I had your excellency"
Next was Alexander who spoke about the results of forming the various legions of the Imperial Union. It was a success and would allow for a lot of flexibility, as well as establishing a set military hierarchy/command. Military outposts would be established around Heaven's Reach in key locations protecting the city from attacks.
Eonwe talked about establishing more cities or towns throughout the Dothraki sea to better disperse the population and to give them a better way to enforce their territorial claims over the region. Maximus agreed with this and had given Eonwe the approval to start working on it.
Lastly was Faraday who reported that the ShadowHand had reached a total of 5000 members spread throughout Essos and Westeros. The main headquarters was already established within the city allowing the ShadowHand to take charge of both intelligence gathering and covert operations, proving essential in maintaining internal security and external espionage.
"The ShadowHand has also made significant advances in infiltrating the various political factions across the Free Cities," Faraday continued, adjusting the papers before him. "This will be crucial as we proceed with your task to bring these cities under your control."
Maximus nodded, pleased with the progress. "Excellent work, Faraday. Keep me updated on any developments."
With the reports concluded, Maximus shifted the discussion toward strategy. "Now, let's focus on our immediate concerns. In the ruins of the Sorrows there is an entity, or person called the Shrouded Lord. We must defeat this Shrouded lord and start rebuilding the city as a military focused city which will give us easier access to attack Volantis and later Slavers Bay." The next hour or so was spent discussing the strategy for the Shrouded Lord and how they should proceed.
