The loud noise reverberated in Anton's ears and those of everyone else. When they all looked up, they saw Tony, Rhodey, and Harry, three men clad in armor, descending onto the largest booth at the Expo.
As they flew in, they weren't alone—they brought three turtles with them.
Michelangelo, on his flying skateboard, landed smoothly. Eyeing the board at Harry's feet, he compared it to his own.
Satisfied that his skateboard wasn't inferior to Osborne's technology, he gave an approving nod. 'I've got style!'
"Captain George, we're not late this time," Tony declared. "Our people have been here for a while—and they've already done their part."
Coulson smiled at Tony's words.
"Your people?"
George, looking skeptical, sneered coldly. "What are you talking about? I haven't seen anyone from S.H.I.E.L.D. from start to finish!"
Coulson calmly clarified, "Tony Stark, a special advisor to S.H.I.E.L.D., is also a full member of the Avengers."
George was momentarily speechless. Outwardly, his expression didn't change, but his eyes swept over Tony.
Tony shifted uncomfortably, glancing between Coulson and George. Somehow, he felt like he'd become the fall guy.
"That's great!" George said after a moment of thought, a sly smile spreading across his face. "In that case, S.H.I.E.L.D. should be responsible for the damages caused during this incident, right?"
The words silenced the room. A pin could drop. Anton almost burst out laughing—George was playing his cards well.
Typically, if there was a terrorist attack in New York, the local law enforcement would shoulder the responsibility. But since S.H.I.E.L.D. had swooped in and claimed jurisdiction, they'd also inherited the liability.
And George wasn't letting them off the hook. His reasoning was airtight:

Coulson had explicitly stated that Tony was a S.H.I.E.L.D. special advisor and a member of the Avengers. Naturally, the burden fell squarely on S.H.I.E.L.D.'s shoulders.
"How about it?" George asked with a knowing grin. "Since S.H.I.E.L.D. is taking charge here, the New York Police Department won't mind cleaning up after you this time."
He stared expectantly at Coulson, waiting for his response.
"S.H.I.E.L.D. will take responsibility for this," Coulson replied with a bitter smile.
George's smug expression showed he'd won this round.
Coulson had no choice. The relationship between S.H.I.E.L.D. and the NYPD was already strained, and if S.H.I.E.L.D. didn't take accountability, George would undoubtedly make their operations in New York impossible.
Besides, S.H.I.E.L.D. had its own reasons for stepping in.
Ivan Vanko's involvement touched on projects from S.H.I.E.L.D.'s earlier days, and the Ark Reactor technology he used needed to be handled delicately to prevent unwanted exposure.
If the NYPD gained access to these secrets, it could lead to severe political fallout. For example, S.H.I.E.L.D. had long possessed technical data on the Ark Reactor but had turned a blind eye to previous inquiries from the U.S. military.
The stakes were clear. S.H.I.E.L.D. had no choice but to shoulder the blame.

"Alright, let's wrap it up," George said with a wave of his hand. "Boys, hand it over to S.H.I.E.L.D."
"Understood!"
The officers, now paying close attention, cheered up immediately. Hearing George's announcement meant they wouldn't have to work overtime tonight, and their mood lightened considerably.
"Thanks, S.H.I.E.L.D.!" one officer called out mockingly, eliciting a few chuckles from his peers.
Before leaving, George glanced at Anton and asked, "Do you need a ride?"
Anton's eyes gleamed. "Of course," he replied without hesitation.
He surveyed the area, then led Eddie into George's police car. Together, they departed the scene with the rest of the NYPD officers.
The turtles didn't linger either. Having participated in the fight, they'd already satisfied their urge for action.
In truth, the NYPD wasn't leaving empty-handed. Capturing Max, the "Electro," was their trophy of the night.
While S.H.I.E.L.D. might be aware of Max's existence, Coulson and his team had little interest in mutants like him.
All mutants possessed unique abilities that were essentially non-replicable. Even if S.H.I.E.L.D. detained Max, he'd serve no purpose beyond taking up space in a cell.
Coulson was focused solely on managing S.H.I.E.L.D.'s own fallout from the incident and had no intention of dealing with Electro.
"Well then, I won't intrude any further," Harry said. He hopped on his flying skateboard, transforming into a streak of light as he sped toward the Oscorp building.

"You…" Tony glared at Coulson, his voice tinged with frustration. "I need an explanation."
Though the incident did involve him, Tony felt Coulson had overstated his role. S.H.I.E.L.D. was clearly withholding key information.
"I'll explain everything in detail," Coulson assured him seriously. "But first, you need to know that this all ties back to your father. Ivan Vanko's father was once a colleague of Howard Stark. Together, they developed the Arc Reactor."
"What?!"
Tony's eyes widened as the pieces fell into place. It was suddenly clear why Ivan Vanko's Arc Reactor technology resembled his own so closely—it came from the same source.

Inside George's police car, he turned to Anton.
"Anton, about Justin Hammer—I hope you and Batman can dig into this," George said, his tone firm.
Though he'd just scored a win against S.H.I.E.L.D., George's priority remained his own jurisdiction.
Even with S.H.I.E.L.D. taking responsibility for Ivan Vanko's rampage, the NYPD couldn't entirely wash its hands of the situation.
Justin Hammer and his company, Hammer Industries, were key elements in this mess. More importantly, Justin had been "kidnapped" right under the NYPD's nose.
Of course, whether it was truly a kidnapping remained to be seen. George suspected Justin Hammer might have staged the entire incident.
If Justin had orchestrated his disappearance to switch from public to private operations and escape accountability, George vowed to make him regret it.
