That was the end of the video. Many people were calling it fake since it was clearly an animation. Anyone could make an animation, copy Manhattan's voice to make it look real and claim it was real. Either way, the video became popular for its message and who it claimed to be from.
Kelvin replayed the video to make sure he hadn't missed anything. He believes that the video is real. But he doesn't know if Manhattan is speaking the truth or not.
The message's true aim might be to motivate him and make him target the Patriarch and get caught in a trap. If it is a trap, it is a trap that he won't be falling for because he already has his own plan.
Some video online won't make him change his plan so easily. He is still hell bent on getting the ring of power first. But he decided to go through the video again because of due diligence.
While he was watching the video again, Wrath came over to watch it too. The two of them watched it together.
When he was done, the two of them looked at each other for a while. Then they turned away without saying anything.
He didn't speak about the video and he didn't tell her about his plans. He continued his research as if he had never seen the video.
When he was done, he went downstairs, drove his hoverbike to one of his safe houses, and then went in search of the lady with the skin.
His plan for her is simple, despite the complicated and dangerous circumstances surrounding it.
She isn't a villain, and she doesn't work in District 666. She lives in the proper part of the city where an attack would draw the involvement of the police force and heroes.
Those are not things he is willing to let happen. Especially not when there is a lot of tension between the villains and heroes in the city currently. If he attacks her in the city, he would have to do it silently and quickly so as not to draw unnecessary attention.
Those are things that would have been difficult to achieve before he had the Mental Domination Network. Now that he has such an ability, his mission will be easy to achieve as long as he can get close to her.
Her job is that of a courier. At least that's what she calls herself. She is just a mercenary that specializes in transporting valuable goods through the wilds.

So all he has to do is walk up to her floor looking like someone she would open her door for and ring the doorbell. As long as she comes to the door and appears in front of him, she will be screwed.

The cost of power from the ring is reduction in life span. The reduction varies from individual to individual, but no one has lived up to 20 years with the ring. Not even demigods are exempt from this. It is why demigods don't want the ring.
Actually, no one who used the ring has ever died of natural causes. They are always killed before they can live to the end of their shortened life span because the ring is always tempting whoever sees it.
Those who are around the wielder of the ring are always at risk of betraying the wielder and killing them. So the shortened life span and the constant need to watch their backs are the price every wielder of the ring has to pay.
