Endless Plunder in High School DxD

Upon hearing Tenraku's voice, the leaders became nervous once again. If the Red Dragon Emperor said he had a request at a time like this, then obviously, that request wouldn't be simple!

"Tenraku, lad, state your request. As long as it's not too excessive, we can agree to it," Odin, the old man, spoke after taking a puff of his smoke.

While the other leaders didn't say anything, they evidently agreed with Odin's opinion. The fact that the Red Dragon Emperor could give up his ambition to dominate the world and instead make a request was reasonable. As long as it wasn't too much, no one dared to offend him at this time.

"My request is simple: all of your territories must be unconditionally open to my Saints and Demons Religion. Allow us to establish churches, spread our beliefs, and recruit believers in your territories," Tenraku stated calmly.

"We won't interfere with your rights to control your territories, but you are also not allowed to interfere with the free activities of our Saints and Demons Religion. You cannot hinder us from recruiting believers, nor persecute any members of our Saints and Demons Religion. All matters concerning our Saints and Demons Religion will be handled solely by us."

"How about it? Is this request too much?" Tenraku asked with a smile, while the entire conference room fell into a moment of silence.

Tenraku's words were clear: he wanted to spread his Saints and Demons Religion to the territories of all factions, essentially spreading it throughout the world, and other factions were not allowed to interfere with the spread of their beliefs or recruitment of believers by the Saints and Demons Religion.

Did this request go too far?

Of course, it did!!!

Just allowing the Saints and Demons Religion to establish churches, spread beliefs, and recruit believers in their territories was already intolerable! 

And more importantly, the Saints and Demons Religion even demanded absolute autonomy, meaning that other factions couldn't punish them no matter what actions their believers took in their territories. Wasn't it too much to ask?

In the past, no leader would have agreed to such an outrageous request. However, considering the current situation, the leaders had to consider it.

The believers recruited by the Saints and Demons Religion were high-quality young girls. In essence, that guy, the Red Dragon Emperor, just wanted women. His preferences were well-known worldwide. If exchanging some women could ensure the continuation and survival of their races and factions, it seemed acceptable.

Although having the Saints and Demons Religion in their territories was somewhat annoying, like having a thorn in their side that they couldn't remove, according to the Red Dragon Emperor's words, as long as the Saints and Demons Religion didn't interfere with their control and other matters, it seemed bearable.

"You greedy brat."

"We, the Fallen Angels, agree. After all, you've nearly emptied our ranks."

Azazel's voice sighed and expressed his stance first.

It was a bit of a desperate move, but as Azazel said, the Red Dragon Emperor had almost emptied their ranks on the Fallen Angels' side. In the past, Chessia and the others had only secretly lured a few Fallen Angel girls to join the Saints and Demons Religion's beliefs. 

But since the last leaders' meeting announced its existence, Chessia, and the others had become open about it, constantly coming back to persuade the remaining Fallen Angel girls. It was downright shameless!

Up to now, female Fallen Angels had basically dwindled to almost nothing. Although the Fallen Angels were mainly male, the departure of those female Fallen Angels didn't cause much of a problem. But now, there were only a bunch of old men left in the entire Grigori, which was quite depressing.

With Azazel's answer, Tenraku grinned and then looked at the others.

"What about the rest of you?"

"We, the Northern European Mythology, agree."

"We, Olympus, also agree..."

Having witnessed firsthand the power Tenraku now wielded, both Odin and Zeus gave their answers one after another. Although the other leaders were somewhat reluctant, they had no choice but to agree given the circumstances. 

Even Śakro Devānām Indraḥ, with a dark expression, promised to allow the Saints and Demons Religion to establish churches and recruit believers on Mount Meru.

Although Tenraku had anticipated that these leaders wouldn't, or perhaps couldn't, refuse his request, he still couldn't help but smile with satisfaction upon hearing their responses.

Currently, his Saints and Demons Religion mainly operates in the Human World. 

However, with the spread of his influence to the territories of major mythological factions, the number of believers he possessed would undoubtedly skyrocket once again, perhaps by tenfold or even a hundredfold! 

The diversity of races and cultures would surely make for an infinitely exciting future.

The time that followed was spent discussing some specific matters and details, with both sides generally satisfied with the outcome. 

Tenraku secured the privilege for his Saints and Demons Religion to establish churches and recruit believers in the territories of major factions, while the factions could rest assured that Tenraku wouldn't harm them or their interests.

After the meeting concluded, the leaders of the major factions bid their farewells one by one, leaving only Demon King Ajuka, Demon King Falbium, Demon King Serafall, and Tenraku with Rias and her companions.

"Ajuka-Sama, is there something you want to discuss with us?" Tenraku inquired, as he had originally planned to leave, but Ajuka had insisted on keeping him.

"There are indeed a few matters," Ajuka replied. "Before Serafall and the others entered the Isolated Barrier Domain, we Demon Kings and the high-ranking members of the Underworld had formulated a plan to expand the four Demon King positions in the Underworld to seven."

"Despite what happened, we haven't abandoned this plan."

"Red Dragon Emperor, even though you've become incredibly powerful, you're still a member of our Underworld."

"So, how about it? Are you interested in becoming one of the Demon Kings of the Underworld?"

After explaining the situation, Ajuka dropped a bombshell with his unexpected question.

"Expanding the four Demon Kings to seven..."

"Making Tenraku one of the Demon Kings of the Underworld!"

As they looked at each other, Rias and Sona both showed signs of shock and even Grayfia and Frayfia, who had remained expressionless and silent, seemed slightly moved.

If Tenraku became a Demon King, he would undoubtedly be the youngest Demon King in history. However, given Tenraku's current strength and reputation, becoming one of the Demon Kings of the Underworld was entirely within the realm of possibility!

"Making me one of the Demon Kings as well..."

Narrowing his eyes, Tenraku was somewhat surprised. In the past, becoming a Demon King had held some appeal for him, but now—

Tenraku wasn't interested at all!

As the supreme Holy Lord God of the Saints and Demons Religion, he was invincible. Becoming one of the Demon Kings of the Underworld wouldn't benefit him in any way; instead, it would burden him with various trivial matters day in and day out. 

He would rather spend his time cultivating relationships with Rias and her companions and deepening the beliefs of his believers.

"I'm sorry, Ajuka-Sama, but I have no intention or desire to become one of the Demon Kings. Besides, my lazy and carefree nature isn't suited for it," Tenraku directly refused.

"I see. That's a shame..." Serafall pouted, while Ajuka and Falbium looked regretful.

Rias and Sona, sitting on either side of Tenraku, couldn't help but feel a mix of amusement and exasperation. Countless people dream of becoming Demon Kings, yet Tenraku, who had the opportunity right in front of him, chose to decline. Sairaorg, who aspired to become a Demon King, would probably be quite frustrated if he knew.

"However, although I don't intend to become a Demon King, I do have some suggestions. Ajuka-Sama, would you be interested?" With a change in tone, Tenraku spoke again, piquing the interest of Ajuka and the others.

"Oh, do tell us..."
