This was Toga Himiko, one of the villains from the original *My Hero Academia* story.

Toga Himiko, a disturbed high school girl, has a twisted liking for people who are covered in wounds and blood, which makes her want to hurt others. She's a wanted criminal for causing a series of deaths by excessive blood loss.
