Time flowed like a swift river, and before Naruto knew it, months had passed. The settlements on the Uzu, Swamp and Land of Demon had transformed from a humble refuge into a bustling community. Structures rose from the ground, training fields echoed with the sounds of practice, and the once disparate groups began to meld into a cohesive force.

Naruto stood atop a cliff overlooking the settlement of Uzu it has been three years from the fateful day when he rescued them from the mist, the wind tousling his spiky red hair. He couldn't help but feel a swell of pride—and a hint of disbelief—at the sight below. The force he was amassing was unlike anything he had imagined. He now had arguableone the largest congregation of bloodline users.

The Kaguya Clan

One of his first priorities had been reaching out to the remnants of the Kaguya Clan, known for their formidable Dead Bone Pulse kekkei genkai, which allowed them to manipulate their own bones as weapons.

Kimimaro, once a devoted follower of Orochimaru, stood beside Naruto. The young man's pale skin and calm demeanour belied the power he wielded. Naruto after bringing him from Orochimaru's base had freed him.

"How are you feeling today?" Naruto asked, glancing at Kimimaro.

"Better, thanks to you, Lord Uzumaki" Kimimaro replied softly. "The curse mark's influence is gone, and my mind feels... clearer."

Naruto nodded. Removing the curse mark had been no small feat. With the assistance of the Rinha Clan's elders, they had managed to purge the dark influence that had warped Kimimaro's mind, Unlike the other cursed mark Kimimaro's was unique it like network of roots had deeply embedded into Kimimaro's mind and restoring his true self—a peaceful, introspective individual with a deep sense of purpose was damn diffcult.

But Kimimaro's illness had persisted. Knowing that only one person had the skill to heal him completely, Naruto had called in a favor from none other than Senju Tsunade.

Naruto stood before the grand entrance of a luxurious inn, the soft glow of lanterns casting a warm light over the polished wooden floors. Clutched in his hand was a finely crafted sword—the Raijin, the legendary blade once wielded by the Second Hokage.

Inside, the atmosphere buzzed with laughter and the clinking of sake cups. At a corner table, Tsunade sat surrounded by a small crowd, a stack of coins and IOUs piled before her. She glanced up as Naruto approached, her amber eyes widening in surprise.

"Well, if it isn't Naruto Uzumaki," she drawled, a playful smirk tugging at her lips. "Come to try your luck against me?"

He chuckled. "I think I'll pass on gambling tonight."

Her gaze fell to the sword in his hand. "Is that...?"

He nodded, presenting the Raijin to her with both hands. "I've come to return this to its rightful owner."

Tsunade's eyes softened as she carefully took the hilt sword and activated it, her fingers brushing against his. "I thought this was lost. How did you—"

"I recovered it during one of my missions," he explained. "It belongs with the Senju."

She examined the blade, a hint of nostalgia in her expression. "You went through a lot of trouble for this. What's the catch?"

"No catch," Naruto replied with a sincere smile. "Just returning something precious to a friend."

She raised an eyebrow, a mischievous glint in her eye. "Flattery will get you everywhere, you know."

He grinned. "Is it working?"

"Maybe," she teased, leaning in slightly. "But you'll have to try a bit harder."

Naruto met her gaze confidently. "I think I can manage that."

Tsunade laughed lightly, the sound drawing the attention of those nearby. "You've certainly grown since the last time we met."

"And you've become even more radiant," he responded smoothly.

She feigned a dramatic sigh. "If only you were a few years older..."

He leaned against the table. "Age is just a number, Tsunade."

She shook her head, amusement dancing in her eyes. "Careful, or I might start to think you're serious."

"Who says I'm not?" he quipped.

She set the sword aside, her expression turning thoughtful. "I've also heard you've been settling some of my gambling debts. Care to explain?"

Naruto shrugged casually. "I thought I'd help out a friend. Can't have debt collectors ruining your fun."

She gave him a sly smile. "You do realize the Senju vault could cover my debts many times over. I enjoy the thrill of the chase—the debtors' desperate attempts to track me down. It's all part of the game."

"I figured as much," he admitted. "But consider it a gesture of goodwill."

She rested her chin on her hand. "Or perhaps you're just trying to get on my good side."

"Is it working?" he asked again, his tone light.

"Perhaps," she allowed. "But you didn't have to go to such lengths. The Senju clan makes more money in a day than I could spend in a month."

"Then let's just say I wanted to do something nice for a friend," Naruto replied earnestly.

She regarded him silently for a moment before a genuine smile spread across her face. "You're quite the enigma, Naruto."

He laughed softly. "I'll take that as a compliment."

Tsunade leaned back, her demeanour shifting slightly. "So, returning a priceless heirloom and clearing my debts—either you're trying to impress me, or you need a favour."

"Maybe a bit of both," he admitted.

She arched an eyebrow. "Oh? Do tell."

"I have someone who needs your help," Naruto began, his tone becoming serious. "His name is Kimimaro. He's suffering from a rare illness that's beyond the expertise of most medics."

She tapped her fingers thoughtfully. "You're asking me to heal him?"

"Yes," he confirmed. "I believe you're the only one who can."

Tsunade considered his request, her gaze drifting to the Raijin beside her. "You don't ask for small favors, do you?"

He smiled slightly. "I believe in making them count."

She sighed, rising gracefully to her feet, a mixture of reluctance and intrigue in her expression. Slowly, she stepped closer to Naruto, her movements deliberate, as if savoring the moment. Her gaze locked onto his, piercing yet warm, until they were only a breath apart. "Alright," she murmured, her voice soft yet commanding, sending a subtle shiver down his spine. "Bring him to me."

As Naruto turned to leave, her hand darted out, gripping his wrist with surprising firmness. She leaned in, her lips brushing tantalizingly close to his ear, her breath warm against his skin. "But before you go..." Her other hand slid behind him, giving his ass a quick, teasing squeeze. "You owe me one after this," she whispered, her tone dripping with playful mischief, leaving Naruto flushed and wide-eyed as she stepped back, a sly smile curving her lips.

As he turned to leave, she called out, "And Naruto?"

He paused, looking back. "Yes?"

She gave him a playful wink. "Don't be a stranger. I could use someone like you around—keeps things interesting."

He grinned. "I'll keep that in mind."

Back in the present, Kimimaro stood beside Naruto on a cliff overlooking the bustling settlement. The sea breeze rustled their clothing as the sun cast a golden hue over the horizon.

Kimimaro touched the place where the curse mark had once scarred his skin. "I am indebted to you, Naruto-sama. You and Lady Tsunade have given me a new lease on life."

Kimimaro's gaze was resolute. "I wish to repay your kindness. My skills are yours to command."

Together, they sought out other surviving members of the Kaguya Clan. Many had gone into hiding, especially those without the distinctive double-dot markings on their foreheads—a symbol of their bloodline. The previous clan head that is Kimimaro's father had been ruthless, executing anyone without the mark. As a result, several clan members had fled, their children inheriting the Dead Bone Pulse and mark. It is no necessary that every Kaguya have the bloodline but 90% of them have the mark even those who have the bloodline as recessive trait.

Over time, Naruto and Kimimaro gathered seven individuals who possessed the Kaguya clan's bloodline limit, along with eighteen clan members who lacked it. While none could match Kimimaro's prowess, they showed great potential. Under Kimimaro's mentorship, they began honing their abilities and laying the foundation for rebuilding their clan with new ideologies and principles. Additionally, they raided the old Kaguya clan compound, uncovering numerous scrolls and relics that had been sealed away—a common occurrence among clans that had fled during the purges.

The Hōzuki Clan

Next on Naruto's list was the Hōzuki Clan, renowned for their Hydrification Technique, which allowed them to turn their bodies into liquid form.

His old friend, Mangetsu Hōzuki, a tall shinobi with his same damned confident cocky smirk and eyes that held a hint of mischief. Beside him stood his younger brother, Suigetsu, whose sharp gaze sized up Naruto immediately.

"Naruto Uzumaki," Mangetsu greeted coolly. "It's been a while."

"Too long," Naruto agreed, offering a nod.

Mangetsu crossed his arms. "Word is you're rallying the clans. What makes you think we'd be interested?"

Naruto met his gaze steadily. "You tried your way for years and there is no success, now try my way."

Suigetsu scoffed. "Sounds idealistic. What's in it for us?"

"A future," Naruto replied simply.

Mangetsu studied him for a moment before smirking. "I remember you from the old days. You were always idiotic. But strength speaks louder than words here."

Naruto understood the challenge. "Then let's speak through action."

They moved to a clearing, where Mangetsu drew one of the Seven Swordsmen's legendary blades. Suigetsu watched eagerly as Naruto readied himself, Suigetsu had heard lot about the Emperor Of Storm.

The spar began with Mangetsu Hōzuki's blade carving swift arcs through the air, his movements a symphony of mastery and confidence. The cove echoed with the clash of steel as Naruto countered each strike with calm precision. Where Mangetsu fought with the fluid grace of his clan's kenjutsu, Naruto's style was a mix of agility, strategy, and overwhelming strength, his every move deliberate.

But something about the exchange felt... restrained.

Mangetsu's smirk faltered mid-swing. He stepped back, lowering his blade slightly. "You're holding back, aren't you?"

Naruto tilted his head, his storm-gray eyes betraying no emotion. "And if I am?"

Mangetsu's grin widened, a glint of mischief in his eyes. "Don't insult me, Naruto. If you want my loyalty, fight me like you mean it."

The gathered Hōzuki clan members murmured among themselves, tension thickening in the air.

Naruto exhaled, his grip tightening on Arashi, the blade humming faintly with latent chakra. "You asked for it."

Before Mangetsu could react, Naruto moved. It wasn't speed—it was something beyond it. One moment, he was standing calmly, and the next, he was a blur of plasmic energy.

Mangetsu's blade was wrenched from his grasp before he could counter. A split second later, Naruto's palm slammed into his chest with enough force to send him hurtling backward. He crashed into the ground with an impact that left cracks spidering through the earth.

The clan gasped as Naruto closed the distance, each step deliberate. Mangetsu barely had time to rise when Naruto seized him by the collar, lifting him effortlessly into the air before slamming him back down. Dust and debris shot up around them, the sound of the impact reverberating through the cove.

Mangetsu groaned, pinned to the ground by Naruto's hand on his chest. The storm chakra around Naruto pulsed ominously, arcs of plasmic energy dancing along his body.

"Was that enough?" Naruto's voice was calm, almost cold, as he leaned closer.

Mangetsu coughed, trying to regain his breath. Despite the pain, he chuckled, his grin returning. "You've made your point… I yield."

Naruto stepped back, releasing him and sheathing Arashi in one fluid motion. "Then stand. I don't need followers who grovel. If you're with me, prove it."

Mangetsu pushed himself to his feet, wincing slightly but still grinning. "You didn't have to go so hard, you know."

"You asked for it," Naruto replied, his tone almost teasing as the storm energy around him dissipated.

Mangetsu extended a hand, his grin widening. "Alright, Emperor. You've earned my loyalty once again. Let's see what your vision has in store for us."

With the Hōzuki Clan's support, including six youths around Suigetsu's age and two elders who had the bloodline, Naruto's coalition grew stronger.

The Terumi Clan

Back at the settlement, Mei introduced Naruto to the members of her clan. The Terumi Clan, known for their Boil Release kekkei genkai—a combination of water and fire.

A gathering was held, where seventy clan members assembled, twenty of whom possessed the Boil Release.

An elder stepped forward. "Mei speaks highly of you, Naruto Uzumaki."

Naruto bowed respectfully. "I understand. I fought alongside Mei and with many of you in the past. I seek to create a place where our clans can prosper."

Whispers spread through the crowd. Mei raised a hand. "I've seen his abilities firsthand. With Naruto, we have a chance to build something lasting."

The Yuki Clan

Perhaps the most enthusiastic supporters were the Yuki Clan, wielders of the Ice Release—a fusion of water and wind.

Naruto traveled to a snow-covered region where the Yuki had established a their compound in Uzu. Upon arrival, he was greeted by Haku, who had integrated with the clan.

"Naruto!" Haku exclaimed, a warm smile lighting up his face.

"Haku, it's good to see you," Naruto replied.

They made their way to the clan's gathering hall, where the clan head, the venerable Hajen Yuki, awaited. The old man's eyes were sharp despite his age.

"Naruto Uzumaki or should I say Lord Uzumaki," Hajen greeted. "You have our gratitude for saving many of our kin like last time."

"I acknowledge your gratitude," Naruto said.

Hajen chuckled. "Modest, too. We have long awaited the chance to repay our debt."

"So you shall have it," Hajen declared. "The Yuki Clan stands with you."

The clan's numbers were impressive—120 strong, with 50 true Ice Release users and the rest skilled in Snow Release the bastardised version.

The Rinha Clan

Returning to the settlement, Naruto convened a meeting with the Rinha Clan—a small group of fifteen individuals with the unique ability to absorb chakra components, making them exceptional medical ninjas.

He found them in a quiet corner of the camp, tending to the injured and ill.

An elder named Seona approached him. "Lord Uzumaki, your actions years ago saved us from annihilation."

"I only warned you of the impending danger," Naruto replied.

Sora smiled gently. "You gave us time to escape. For that, we are forever grateful."

Naruto inclined his head. "Will you join us? Your skills could be very valuable."

"We are healers, not warriors," Sora cautioned.

"I understand," Naruto assured her. "Your role would be to heal and teach. In this new world we're building, everyone has a place."

After deliberation, the Rinha Clan agreed, bringing invaluable medical expertise to the coalition.

The Roku Clan

Lastly, Naruto reached out to the Roku Clan, renowned for their Lava Release—a blend of earth and fire. Mei's mother hailed from this clan, adding a personal connection.

Meeting with the clan elders, Naruto presented his vision.

"We've heard much about you," one elder remarked. "But words are wind."

Naruto nodded. "Then let my actions speak."

He demonstrated his strategic plans and his respect for their traditions. His past collaborations with Roku members during the rebellion also bolstered his credibility.

With her endorsement, the Roku Clan joined, adding their formidable Lava Release users to the growing alliance.

Naruto established a council comprising representatives from each clan and other distinguished individual under him. Meetings were held regularly to discuss strategies, resource allocation, rebuilding and governance.

One afternoon, the council convened in a spacious hall overlooking the sea.

"We've come a long way," Mei remarked, glancing around the table

Ao nodded. "Yagura is still searching for us."

Naruto stood. "Our strength lies in our secrecy. The Mist was once powerful but torn apart by internal strife. We won't repeat those mistakes, we will stay hidden till we have a solid foundation."

Mangetsu leaned back. "Easier said than done."

"I can smell it in the air, the time for us to go in open come closer each day," Naruto replied.

Kimimaro spoke quietly. "I've seen the difference first hand. Our clans are learning and the new clans that was included also is coming quite good."

The world had shifted dramatically in three years. Orochimaru, in a reckless and idiotic gambit, orchestrated an attack on Konoha during the Chūnin Exams, bolstered by clandestine support from Kumo. Yet, when the time came, Kumo refused to act openly only funding, leaving Orochimaru to face the consequences alone. The assault brought Suna and Akatsuki into the fray, with Orochimaru flanked by Deidara and Kakuzu, alongside a reluctant Sand contingent.

The chaos of the invasion rippled across the Elemental Nations, but for Konoha, it became a defining moment. This was not the passive, rusted Hiruzen Sarutobi of old but a revitalized Third Hokage. Under his direct command, Konoha turned the tide, sending a clear message to the world.

Hiruzen's battle against Orochimaru was nothing short of joke. Desperate, Orochimaru summoned the First and Second Hokage through reanimation—a move Hiruzen swiftly dismantled with the seals of Aluraya.

"If they were at full strength, even in my prime, I would scarcely scratch the Second, let alone the First. But for you to control them, Orochimaru, their power must be proportional to your own. A pale imitation, nothing more."

Orochimaru was starkly reminded why his former sensei was called the Professor. Hiruzen's unparalleled knowledge of jutsus and their intricacies, eclipsed only by the likes of Second Hokage himself, had always been something Orochimaru admired and resented. The ease with which Hiruzen dissected and countered the reanimation technique was a stark reminder of the gap between them.

With those words, Hiruzen unleashed a ferocity unseen in decades, forcing Orochimaru to flee, his pride in tatters. Before his escape, Hiruzen delivered a devastating blow—a fire and yin-based jutsu that burned through Orochimaru's hands and tenketsu points, rendering his regenerative abilities useless and leaving his body permanently crippled.

Elsewhere, Kakuzu fell to Jiraiya, but doing great damage to Konoha and losing four of his precious hearts in the process. The rampaging One-Tail was subdued by Konohamaru, who now wielded the Monkey Summons with pride, a testament of his training under Hiruzen and Jiraiya. Meanwhile, Deidara proved a more of a challenge. The Mad-volatile artist rained destruction from the skies, and Danzo, ever the pragmatist, cursed Uzumaki Naruto. Without the barrier, they lacked the means to neutralize Deidara's aerial assaults effectively.

With the aid of Sai, a skilled Root operative capable of fighting in the air, Danzo managed to contain Deidara long enough to prevent catastrophic destruction. But when Deidara realized defeat was imminent, he chose to go out in a literal blaze of glory. The resulting explosion rocked the village, providing cover for Orochimaru and Kakuzu to escape, with the latter barely managing to carry the barely alive Deidara away.

Though Konoha emerged victorious, the cost was significant. The village bore scars from the assault mainly the unexpected explosion and destruction the village due to three S rank shinobi and lot of dead and injured shinobi, and as was often the case in times, the Uchiha Clan found themselves blamed for lapses in internal security. The fragile healing in relations between the Uchiha and the village, achieved after the Kumo debacle, was undone in an instant.

While he took satisfaction in the damage inflicted on Konoha and their subsequent distractions—even as they emerged stronger—he couldn't help but mourn the death of some of his old friends and acquaintances. Whoever fight war is not a plesent business. The surrender of Suna also had unintended consequences. In an effort to appease Konoha, Baki ousted Naruto's businesses from Suna, aligning with the Wind Daimyō's renewed funding of the village.

The result was catastrophic—not only for Naruto, but for Suna. Naruto, seeing the writing on the wall, had already begun pulling his investments, but even he couldn't avoid taking a massive hit. The loss of trade partnerships and assets was a calculated setback, but one he could endure.

For Suna, however, the ramifications were far worse. Naruto's financial influence had been deeply entrenched in their economy. His withdrawal plunged the village further into economic despair. Infrastructure crumbled, trade routes dried up, and Baki's administration was left scrambling for solutions. The message was clear to all: crossing the Storm Emperor came at a price, one even the Wind Daimyō could not shield them from.

Naruto, ever the strategist, saw the huge loss he suffered as a trade-off. Suna's economic collapse was a warning to others: loyalty wasn't optional, and betrayal carried consequences even at cost of his own loss and pain.

Armed with intelligence from Kimimaro, Naruto systematically dismantled Orochimaru's vast network. He raided bases hidden across the North, South, East, and West, leaving no stone unturned. Each operation unveiled new resources, knowledge, and allies.

In one of Orochimaru's southern labs, Naruto encountered Jūgo, a young man whose transformations stemmed from an uncontrollable influx of natural energy. To Naruto's astonishment, Uzumaki archives revealed Jūgo's heritage as a descendant of the long-thought-extinct Tenzin Clan, a family renowned for their unique connection to nature chakra. Using this knowledge, Naruto devised a reverse curse seal that siphoned Jūgo's excess natural energy from his brain and dissipated it harmlessly into the atmosphere. This stabilized Jūgo's mind, enabling him to control his transformations without succumbing to madness. Grateful, and already a loyal friend to Kimimaro, Jūgo swore fealty to Naruto.

Another raid led Naruto to Tayuya and the rest of the Sound Four. Tayuya, fiercely independent and disillusioned with Orochimaru, was willing to join Naruto rather than die at his hands. Rumors whispered among Orochimaru's followers that Naruto was the only man the Snake Sannin feared. While Naruto dismissed the notion—knowing Orochimaru was wary but not truly afraid of him—the whispers served their purpose in cementing his reputation as The Storm Emperor.

Naruto initially suspected Tayuya might be an Uzumaki, but testing revealed only faint traces of Uzumaki blood due to Orochimaru's experiments. It was so diluted that she could not even give birth to an Uzumaki heir. Regardless, she and the Sound Four submitted to Naruto's leadership, though their reliance on cursed seals had left them weakened once the seals were removed. Naruto tasked Kimimaro with training them rigorously to regain their strength.

The screams that emanated from the tent chilled everyone in the camp. Even Anko, no stranger to torment, admitted that Naruto's methods were terrifyingly effective.

"Whatever scraps of loyalty to Orochimaru remained evaporated that day," Anko later remarked. "For them, Orochimaru was a demon. For us? Naruto is both a god and a demon when needed."

Though these groups were not yet centralized in a single location, the underlying divisions were becoming apparent. For now, the factions coexisted, united by Naruto's leadership and the shared memory of the struggles he had led them through. However, Naruto could foresee the day in future when this fragile unity might fracture—perhaps after his death or with the rise of a new generation that did not understand the hardships and sacrifices that had brought them together. The threat of such division loomed.

Naruto understood the danger of such divisions. His vision wasn't merely about rebuilding clans—it was about forging a unified future under Uzumaki rule. He openly respected clan identities and traditions but was adamant that factions would not dictate Uzushiogakure's governance.

"This isn't about rebuilding clans," Naruto confided to Kimimaro one evening. "It's about creating something new. I won't dissolve their identities, but there will be no factions ruling Uzushiogakure. The monarchy of the Uzumaki will stand. I won't repeat the Senju's mistake of allowing compromises to weaken my clan or the foundation of our future. We'll rule, and they'll follow."

Thus, he began seeking oppressed, disgraced, or independent clans to join his cause. But Naruto was meticulous; he rejected any groups whose inclusion might corrupt the system he was painstakingly building. But this only patched issue not resolved it.

Raiding Orochimaru's bases had yielded invaluable resources. He brought the Kamizuru from who starving to swamp where they were accepted. They were some the best trackers. The world underestimate the power of the Aburame clan. Having insects do surveillance is boon that is one the reason for konohas might. To have a similar force in his disposal, he didn't know what possed iwa to throw such valuable asset out.
