The room's attention shifted sharply to Reiki as Mizukage Yagura finished reading the scroll.

Goju Yagura had no doubts about the information presented. If Konoha wanted to fabricate an enemy like the Otsutsuki Clan, it would make no sense to concoct such an outrageous story—it would only backfire later.

Moreover, the proposed arrangements for resources and potions had captured his interest.

"Reiki Medical Ninja, is it true that Konoha will provide potions as stated in the scroll?" Goju Yagura asked.

Reiki nodded confidently, and Tsunade elaborated. "Yes. Villages participating in the Ninja Alliance will need to supply the medicinal materials, and in return, Konoha will provide the corresponding potions. However," she added sternly, "the methods of potion preparation will not be disclosed. If there are concerns, villages can choose to refuse."

The promise of medical support was more than enough for Yagura.

"I, Goju Yagura, the Fourth Mizukage, on behalf of Kirigakure Village, officially join the Ninja Alliance!" he declared without hesitation.

His decision caught the Third Raikage off guard. "Mizukage, you've already decided? Without clarifying all the details?"

The Revelation of Black Zetsu

Namikaze Minato spoke next. "We anticipated skepticism. Reiki, please proceed."

Reiki walked forward. "Yes, Lord Hokage."

He extended his arm, and a black substance slowly dripped to the ground, forming into the recognizable figure of Black Zetsu.

The room fell silent as Uchiha Madara's eyes widened slightly. "Black Zetsu? I destroyed you."

Madara's shock was understandable. It had been Reiki who initially revealed Black Zetsu's true nature to him. Yet, here it was, alive and cooperating with Konoha.

Black Zetsu's voice broke the silence. "Allow me to introduce myself. I am Black Zetsu, founder of the black market and money exchange organizations. But more importantly, I am the son of Kaguya Otsutsuki."

The mention of Kaguya Otsutsuki caused visible confusion among the Kage.

"Black market? Money exchange? What does Konoha have to do with this?" Rasa asked sharply.

Black Zetsu ignored the question, continuing. "The Otsutsuki Clan is not just an imaginary threat. They are very real. Kaguya Otsutsuki, my mother, is the progenitor of the chakra in this world and the one who created me."

Both Kirabi and Yagura heard a voice within their minds—their tailed beasts recalling deeply buried memories.

"I know that name!" the Three-Tails and Eight-Tails spoke almost simultaneously to their jinchūriki.

The beasts recounted the ancient history of Kaguya Otsutsuki, the mother of the Sage of Six Paths, Otsutsuki Hagoromo, and his brother, Otsutsuki Hamura. Together, they had sealed their mother to stop her rampage.

"You claim to be Kaguya's son, but do you have any evidence?" Kirabi asked, unusually cautious.

Black Zetsu didn't flinch. "There is no need to prove my lineage. My goal is to rescue my mother from her seal. However, doing so would expose the coordinates of this world to the rest of the Otsutsuki Clan, inviting their wrath."

The room was stunned into silence at the implications.

Onoki was the first to speak. "If rescuing your mother puts the entire ninja world at risk, why not simply eliminate you and avoid the problem altogether?"

Black Zetsu's expression remained neutral as he answered. "Even if you kill me, the Otsutsuki Clan remains a threat. Two other members of the clan came to this world with Kaguya. One fled after being injured, and the other remains unaccounted for. Ignoring this crisis will not save the ninja world."

The weight of his words settled over the room.

Rasa voiced his concern. "Hokage, is rescuing Kaguya truly the best course of action? What if she poses a greater danger to us than the Otsutsuki Clan?"

Minato replied calmly. "This is why the Ninja Alliance is crucial. Only united can we face such an existential threat."

Black Zetsu, having said his piece, retreated into Reiki's arm. "I've provided the information. The choice is yours," he said before disappearing.

The room fell silent again, each Kage processing what they had learned.

"If what Black Zetsu says is true, we have no choice but to prepare for this threat," Yagura said firmly.

Onoki, though reluctant, added, "It seems the risks of inaction outweigh the risks of intervention. I will cooperate... for now."

Even the Third Raikage, though begrudgingly, nodded. "Yunyin will join the Alliance. But know this—if Konoha uses this for its own gain, we will not hesitate to retaliate."

Minato bowed slightly. "Your cooperation ensures the survival of the ninja world. This is a victory for all of us."

As the Kage left the room to relay the decisions to their villages, Tsunade approached Reiki. "You handled that well. Black Zetsu's presence was risky, but it worked in our favor."
