Watching the replica disappear from sight, Akira let out a long breath.

"Soldier, come in!"

"Fleet Admiral-sama, awaiting your orders!"

After the soldier who had been stationed at the door trotted in, he quickly saluted and asked.

"Gather everyone in the staff department. Head to the conference room for a meeting."

Akira lit a cigar and ordered.

"Yes, sir!" The soldier didn't dare to hesitate after hearing the command and immediately ran outside after saluting.

Amidst the smoke, Akira was organizing his thoughts, considering what to say later.

Finally, when the cigar burned down to the nub, Akira got up, straightened his clothes, picked up the document full of plans, and walked out.

When he arrived at the meeting room, all the staff, sitting upright, turned their eyes toward him.

"Fleet Admiral-sama!"

"Fleet Admiral-sama!"

The staff members stood up one after another, showing respect and greeting him.

Akira walked to the podium, nodded, and raised his hand, signaling them to sit.

After everyone settled down, he began to speak:

"You are all veterans who have worked tirelessly with me to execute various plans."

"That's good; I don't need to spend too much time on mobilizing or explaining."

"Today, I just want to say this: the era of great pirates, created by Roger, is on the brink of collapse due to our relentless efforts, and now it's almost within our grasp."

"And this final push will be up to you..."

Akira glanced from left to right, slowly scanning each person.

Everyone he looked at turned red with excitement and trembled with anticipation.

At this moment, a strong sense of duty suddenly surfaced in their hearts.

Each staff member felt the weight of the expectations placed on them.

But it's okay; they wouldn't be daunted!

In the past few months, they used their own wisdom and methods, and under the leadership of their Marine Fleet Admiral, they achieved great victories.

This time, too, they believed they would recreate that legend.

"Let's finish this!" Akira said solemnly.

"We will not fail to meet your expectations!"

The deputy chief of staff, who had just returned from his injuries, immediately stood up, raising his clenched right fist high, his neck veins bulging with excitement.

All the staff behind him also stood up, echoing loudly.

"We will never fail to meet our Fleet Admiral's expectations!"

Little Robin, attending this kind of meeting for the first time, was swept up in the atmosphere. She clenched her small fists and shouted along with her senior colleagues, her little face flushed with excitement.

Akira chuckled, watching the scene unfold with satisfaction.

After everyone calmed down a little, he continued.

"I announce that the new plan is officially underway."

"From now on, everyone must follow my orders. We have only one goal!"

"Prepare everything for the moment when God unleashes His plan at full force."

"Therefore!"

Akira took a deep breath, and his voice rang out heavily throughout the conference room:

"During this period, everyone will learn how to sell houses, contact the kings and nobles, and start promoting and building momentum!"

"Complete the mission without fail... huh???"

At that moment, little Robin, who thought she was about to participate in a high-level operation, subconsciously responded in agreement when Akira's voice fell.

But before she could finish speaking, she froze.

She stood there, blinking in confusion, looking up at Akira on the podium with skeptical eyes.

"What? What does he mean?"

"Did I hear that right? This can't be what he really announced."

Little Robin muttered to herself.

During the Honey Plan, she had helped Rosinante with a small task, correcting a speech. But at the time, she didn't know what the speech was for. She only knew it was about praising women who married brave soldiers, so she didn't think much of it.

Later, Akira had sent her to the Sabaody Archipelago to stay with Olvia for seven days. After returning, Robin was only involved in assigning people to manage pirate treasures and didn't know much about the existence of the Fraud Department.

After all, to prevent future leaks, Akira had opened a new office for this purpose, restricting access to irrelevant personnel and keeping things secret.

But this new plan, she had been involved with from the very beginning.

Watching the scene unfold, she thought the upcoming plan was going to be something that could change the world.

But Akira unexpectedly asked them to learn how to sell houses and actually sell them???

Little Robin was utterly confused.

However, while she stood there stunned, her colleagues in the staff department were even more enthusiastic than before.

I'm not afraid that Fleet Admiral Akira has a plan, but I'm afraid the plan isn't crazy enough.

Based on their experience, the more chaotic and unexpected the plan is, the stronger the effect it will have if it succeeds.

"Resolutely complete the task!" *N

Everyone responded in unison.

Little Robin: "...."

The silent clone of Vice Admiral Tsuru: "..."

Meanwhile, in another room, the Five Elders were deep in discussion.

But at that moment, Graeme, the CP0 captain outside the door, suddenly entered.

"My lords, we've just received information. Fleet Admiral Akira has gathered all the civil officials and is working on a new plan."

"Oh?" The Five Elders exchanged glances and silently paused their conversation.

Akira's new plan piqued their curiosity.

The Warrior God of Finance was the first to speak up: "I recall he has a habit of giving his plans rather unique names. What's this one called?"

"Keeper Plan!" Graeme quickly replied.

The intelligence agents the CP department has stationed at Marine Headquarters are highly skilled.

Even if a meeting's content is extensive and potentially tedious, they can report it without missing any details.

Especially when it comes to a name as distinctive as the "Keeper Plan." Once heard, it's hard to forget.

"Keeper? As in a gatekeeper?"

"It seems so, but who or what is being guarded, and by whom?"

"The honey plan gives women, the god of wealth gives berries, and the god's generals give strength, so what about this gatekeeper?"

The Five Elders thought out loud.

But they soon gave up trying to guess.

No matter how much they speculated, they couldn't figure out the true purpose behind it.

So, they all turned their attention back to Graeme.

"Tell us the details of the meeting!" The Warrior God of Finance commanded. Even though they couldn't decipher the exact action, it was clearly aimed at generating wealth, so he pressed for more information.

"Yes, my lord."

Graeme straightened up and quickly began his report: "The reason Fleet Admiral Akira sent Vice Admiral Garp and Chief of Staff Tsuru to the Kingdom of Bertomy Passion was first mentioned in his meeting."

At this, the Five Elders immediately focused. This was the information they most wanted to hear.

"And what was the reason?" The Warrior God of Finance asked urgently.

"He intends to build the largest, most luxurious, and safest villa complex in history on the Kingdom of Bertomy Passion."

"Specifically for the kings and nobles of the second half of the Grand Line, those who have been terrorized by pirates and no longer feel secure."

"As long as they purchase a villa there, the Marines will guarantee with their 800-year reputation that no pirate will ever breach it."

When Graeme relayed this information, the expression on his face was a mix of disbelief and intrigue. The plan seemed outlandish and whimsical at first, yet there was a strange logic to it that made him reconsider.

What made it seem reasonable was the fact that the kings and nobles in the second half of the Grand Line, even the lords of the allied nations, were living in constant fear with no sense of security. If a place could genuinely guarantee their safety, it would undoubtedly be appealing to them.

But...

Graeme continued, "It's worth mentioning that Fleet Admiral Akira's pricing for each villa is between five billion and ten billion berries!"

Silence fell over the room.

The Warrior God of Agriculture's mouth hung slightly open, his face reflecting pure shock.

Even though he didn't usually concern himself with money, he understood the implications of selling a villa for five to ten billion berries.

After all, it's just a villa, not a palace. Unless it was made of solid gold, no one would buy it at such an astronomical price.

"This plan, uh..."

The Warrior God of Environment initially wanted to dismiss it as unreliable and chaotic, but he hesitated, then added, "No matter how desperate people in the lower realm might be, they wouldn't buy such an expensive villa."

"I agree. Even I don't think it's worth it."

"Akira's plan, I must say, is bold."

"I think I understand why it's called the Keeper Plan—it's all about protection. But the protection fee is outrageously high."

The Warrior Gods of Agriculture, Justice, and Science and Defense all shook their heads in unison.

Despite being Celestial Dragons and overseeing the entire World Government, they were well aware of the value of money. To them, a villa priced at five billion berries was absurd.

Even the first Pirate King in 800 years, the late Gol D. Roger, had a total bounty of just 5.5 billion berries. To equate the cost of one villa to that of a figure like Roger was nothing short of madness.

It was as if they were living in a fantasy.

This plan seemed like the product of someone driven to madness by greed.

Surprisingly, the Warrior God of Finance did not dismiss it outright. Instead, he asked, "How does he plan to sell it?"

"The strategy is the same as his previous plans. The key is to heavily promote the villa."

"Then, through intense marketing and persuasion, they'll sell it."

Graeme responded, but then suddenly remembered something and quickly added, "Oh, by the way, the staff department requested that we provide them with the phone numbers of all the allied countries, as well as the nobles of non-allied nations."

"They intend to personally call the kings and nobles to pitch the villas directly."

At the end of his report, Graeme couldn't help but sigh, "Earning money is really tough. Who would've thought that the mighty Marine Headquarters would resort to this?"

The Warrior God of Finance remained silent, his expression unreadable.

The other four Warrior Gods were equally speechless, processing the sheer absurdity of the situation.
