"Sir, Nezumi! A massive warship is heading toward Cocosia Village!"
In his office, Captain Nezumi frowned and barked at the subordinate standing before him:
"Do you not know how to knock before barging in?"
"S-Sorry, sir," the soldier stammered. "But this ship is enormous, sirโlarger than anything I've seen! Judging by its size and design, it might even be a Admiral-class warship!"
Nezumi froze for a moment, the words sinking in. Then he shot up from his chair, the squeak of the wooden legs echoing in the room.
"Are you certain it's an Admiral-class warship?" he demanded.
"I'm not entirely sure, sir, but it's far bigger than any regular Marine vessel!"
"I see. Dismissed!" Nezumi snapped, waving the soldier away.
The room fell silent. Then, stepping out of the shadows, a tall fish-man with sharp, jagged teeth and a cruel grin emergedโArlong, the tyrant of the sea.
"Nezumi," Arlong drawled, "why is an Admiral-class warship heading here? Did you tip them off?"
Nezumi's pale face turned defensive. "Why would I do such a thing? What possible benefit could I get from that? I'm as blindsided by this as you are!"
Arlong's cold eyes narrowed. "You'd better not be lying, Nezumi. I've paid you plenty to look the other way. If I go down, you're going down with me."
With that, Arlong vaulted out the window, his powerful fish-man legs propelling him across the jungle toward Arlong Park. He intended to evacuate his crew, not willing to risk a confrontation with a Marine Admiral.
Unlike Nezumi, Arlong knew what Admirals were capable of. He had witnessed firsthand the terrifying power of Borsalino (Kizaru) when the Marine crushed a rebellion at the Holy Land of Mariejois.
As Arlong disappeared into the shadows, Nezumi scurried to the port. He had to put on a convincing act to ensure the Marine Admiral wouldn't suspect him.
The warship slowly pulled into the dock, a towering fortress on water. It dwarfed the port's smaller ships and sent whispers of awe and fear rippling through the onlookers.
Admiral "White Dove" Roja stepped off the ship, followed by Kalifa, his sharp-eyed aide.

Without hesitation, Roja responded.
"Accept."
Nezumi approached Roja, his nervousness poorly masked by an overly enthusiastic salute.
"Welcome, Admiral White Dove, to Cocosia Village!"
"I'm not here for pleasantries," Roja replied curtly. "We're here to resupply."
"Of course, sir! Soldiers, move! Start loading the supplies immediately!" Nezumi barked at his men.
Turning back to Roja, Nezumi added with a sycophantic smile, "Admiral, if you'd like, why not relax in my office while the supplies are prepared?"
Kalifa adjusted her glasses and interjected. "Roja, since we're here, why not take a walk? I've never explored the islands in the East Blue."
Roja glanced at her, then nodded. "Do as you wish."
Nezumi chimed in eagerly, "Allow me to guide you, Admiral! I know every corner of Cocosia Village."
Roja said nothing, simply observing Nezumi with an unreadable expression. He found the man's obsequiousness intriguing. Was it fear, or something deeper?
The trio strolled through the village. A gentle breeze rustled through the air, carrying the scent of the ocean.
Nezumi led the way, painting Cocosia Village as a utopia, free of pirate influence under his "protection."
"A peaceful paradise," Nezumi declared with a smile, "thanks to my efforts."
Kalifa, however, wasn't convinced. She noticed something off about the villagers. They avoided eye contact, their movements hurried and fearful. There wasn't a single smile among them.
Interrupting Nezumi's self-praise, Kalifa asked, "If this village is as idyllic as you claim, why do the villagers look so miserable? There's not a single smile on their faces."
Nezumi cursed inwardly, but outwardly, he maintained his facade.
"They're just shy around outsiders," he explained, forcing a laugh. "Why don't you ask them yourselves? They'll tell you how much they appreciate my work."
Kalifa didn't buy it, but she decided to test his claim. She approached an elderly woman selling vegetables.
"Mother," Kalifa asked, her tone calm but probing, "is everything truly as peaceful as the Captain says? Is there anything troubling you?"
The old woman darted a glance toward Nezumi and visibly paled. Shaking her head quickly, she replied, "Everything is fine, miss. We live peacefully here. Thanks to Captain Nezumi, life has been much better."
Kalifa's sharp eyes caught the tremble in the woman's voice. Though the villagers didn't speak out, their fear was as loud as a scream to someone perceptive.
Roja, who had been silent, chuckled softly.
"Kalifa," he said, "we'll uncover the truth soon enough. There's no need to rush."
The Admiral's calm yet chilling demeanor made Nezumi sweat under his uniform. For the first time, he wondered if he had underestimated Roja's intuition.
