She adjusted her glasses and replied, "It's a strategic choice. Neutral waters minimize the risk of confrontation, and the South Pacific is a region with growing importance. However, we'll need to ensure that our movements remain discreet. Valoria's strength is in its precision, not in broadcasting its intentions."
