Chapter 383: Chapter 382: The Magical Resurgence Strategy Bureau

In October, Snape contacted Murphy through a Thunderbird, mentioning something required his attention back at the school.
The school Snape referred to was still Hogwarts. Although, due to its proximity to the spirit world, and for the safety of the students, Murphy had relocated them to the newly constructed "Umbrella Special Skills Technical School" near the manor. However, the facilities at Hogwarts were still maintained.
What Snape wanted Murphy to see was the "Acceptance Quill and the Book of Admittance" located in an abandoned old tower of Hogwarts.
"Since I became headmaster a few years ago, I've noticed the names of young wizards on the Book of Admittance increasing each year. This year, there are over six hundred names, three times the number from five years ago!"
The Acceptance Quill can sense all new-born wizards within England's territory, and the Book of Admittance records their names once their magical qualifications are confirmed.
Thus, this set is essentially the most accurate census ledger for the entire English wizarding population.
The triple increase in names suggests a similar rise in the birth rate of young wizards in England.
Given the stable wizarding population, the primary contributors to this increase are likely Muggle-born wizards.
"Does the rise in magical levels mean an increased probability of wizards appearing among Muggles?" Murphy pondered. "If it's tripled, that means Muggle-born wizards will become increasingly common, eventually far surpassing purebloods and half-bloods to become the most populous group."
Snape nodded, "It seems your decision to find a different place for teaching was correct; Hogwarts couldn't accommodate so many."
"What do you plan to do with so many Muggle-born young wizards?"
Wizards awaken their magic at different times. Most young wizards previously had at least one wizard parent to guide their magical awakening. The occasional Muggle-born wizard rarely caused major issues.
But now, most young wizards have Muggle parents, unaware of how to handle magic.
Following the tradition of enrolling at age 11, these young wizards might only recognize their powers at that age.
Some Muggle parents might even view magic as a curse or anomaly, forcing young wizards to suppress their nature, posing a danger not only to the young wizards but also to the wizarding world's development.
"We must guide this change correctly," Murphy said. "Magical education needs to start earlier."
However, this isn't something the wizarding world is well-equipped to handle. Most young wizards come from Muggle backgrounds, their parents entirely ignorant of magic. Suddenly being approached by strangers claiming their child is a wizard and needs to attend a school in an unknown location could easily be misconstrued as kidnapping.
Murphy has always wondered if the parents of Muggle-born students like Hermione were subjected to something like the Imperius Curse.
"The Muggle and wizarding societies are merging faster. It may be time to advance official cooperation between the two."

"The Ministry of Magic could be considered a special department within the Muggle government, operating independently and self-managed. Incorporating the Ministry into the government isn't particularly challenging," Patrick said. "But this involves more than just merging two governments; it's about integrating two societies, right?"

Muggle and wizard economies are almost entirely separate, with no real common standard of value.
Although both societies recognize the value of gold, its purchasing power is entirely different in each society.

The soldiers were only told that this was a test to select talents for a special operations unit called "War Wolves."
They underwent a series of physical, combat, intelligence, and psychological tests, followed by a month of survival combat training that pushed them to their limits, eliminating more than half and leaving five hundred people.
These five hundred would be sent to a facility known as the Transformation Center, where they were required to sign a confidentiality agreement.

"You will be injected with the War Wolf potion. I'm not clear on the exact production method, but it's said to involve so-called void particle technology."
"This potion significantly enhances your physical condition, making you immune to conventional melee weapons and even firearms, granting you powerful regenerative abilities, and enhancing your strength, speed, vision, hearing, and smell. You will
become incredibly powerful warriors."
"The side effects include the need for a monthly injection of a calming potion to prevent going berserk. Additionally, there's a one in a thousand chance of failure, including a one in ten thousand risk of death."
