"I can almost unleash its full power," Itachi replied. "I can completely alter someone's will if necessary."

"Good!" Tobirama's eyes gleamed with approval.

Still, deciding on the target for Kotoamatsukami required careful thought. Shisui's eye, capable of permanent control, had a cooldown period spanning years—even with Hashirama's cells bolstering it, recovery still took several months.

Ōnoki's anger was understandable. Tobirama had captured Iwagakure's Jinchūriki of the Five-Tails, and now, Ōnoki's son, sent to negotiate, was being held prisoner in Konoha.

"He denies capturing the Five-Tails' Jinchūriki, but we've gathered evidence! We even caught Konoha's spies within our borders! The Akatsuki have admitted it was Tobirama who ordered them to hunt the Jinchūriki! Sooner or later, he'll come after every village with a Tailed Beast!"

Chiyo, attending this meeting as an individual representative, spoke with bitter fury:

"Tobirama has already taken our One-Tail Jinchūriki, as well as Iwagakure's Five-Tails! Who's next? His ambition rivals that of Madara Uchiha! He seeks to use the power of all the Tailed Beasts to dominate the ninja world!"

Her impassioned words resonated, igniting the room.

At that moment, Mei Terumī, wearing the Water Shadow hat, clapped her hands to draw attention.

This was the first time many had seen the Fifth Mizukage. Due to Kirigakure's former isolationist Blood Mist policies, even spies struggled to infiltrate. Naturally, there was intense curiosity about this new leader.

"Our Fourth Mizukage was manipulated by the Uchiha's Sharingan. This led to the continuation of the bloodline purges."

Her beautiful features hardened as she finished.

The revelation stunned the room into silence.

"What kind of joke is this? A village leader, controlled by genjutsu?"

"Could this be Konoha's doing as well?"

"Of course it's Konoha! The Sharingan belongs to the Uchiha!"

"But wasn't the Uchiha clan eradicated?"

"Maybe the massacre was a cover-up!"

The heated whispers and accusations filled the tent.

Mei sighed inwardly, knowing that airing this humiliating truth was necessary to implicate Konoha.

Even the leaders of smaller villages seemed uneasy. If Kirigakure's leader could be controlled so easily, how much simpler would it be for Konoha to manipulate them?

"Is there no end to Tobirama's schemes?!" Raikage A finally spoke, his powerful voice cutting through the din.

Kumogakure and Konoha had a bitter history. From old grievances during the Second Raikage's time to their failed attempt to kidnap Hinata Hyūga years ago, the two villages were natural enemies.

"Now Tobirama's aim is to capture every village's Jinchūriki. No matter which village is next, we must stop him!"

The Fourth Raikage's words were met with cheers of agreement.

"The Jinchūriki represent each village's strategic power. If Tobirama targets them, we must ensure their safety!" Ōnoki continued, rallying support.

"However, merely defending isn't enough."

Ōnoki's expression darkened as he delivered the crux of his proposal:

"I suggest we form a ninja alliance, unite our forces, and send Tobirama back to the afterlife! Konoha has become a destabilizing force in this world. It's time to erase them from the map entirely!"
